According to the "Procedure for the use of funds provided for in the state budget for the payment of social scholarships to students (cadets) of higher education institutions", students who do not receive academic scholarships, are not on state support (except for orphans and children deprived of parental care), are not on academic leave and belong to one of the following categories are eligible for social scholarships
In Ukraine, social scholarships are paid by social protection authorities through higher education institutions on the basis of relevant documents. At the same time, only those students who have no academic debt, unsatisfactory academic results and are included in the rating are eligible for a social scholarship (Article 20 of the Procedure for Awarding and Paying Scholarships).
Important! Recipients of social scholarships who have taken high ranking positions based on their academic results and are eligible for academic scholarships for special academic achievements (within the established limit of scholarship holders) are additionally paid funds that make up the difference between academic and social scholarships.
How to get a social scholarship for 2020?
The procedure for obtaining social scholarships requires students to submit an application to the rector for scholarship payments. The application must include
surname, name and patronymic
date, month and year of birth
address of residence (registration)
the category of person according to which the right to receive a social scholarship is determined
Along with the scholarship application, you must submit a copy of your Ukrainian passport, a copy of your child's birth certificate (if available), a copy of your TIN, and a copy of your student ID card.
In addition, students with privileges must provide an additional list of documents certifying the existence of grounds for the payment of social scholarships:
IDPs - a copy of the certificate of registration of an internally displaced person
Chernobyl victims - a copy of the identity card of the person affected by the Chernobyl accident
Disabled persons - a copy of a medical report (for children under 18) or a copy of the MSEC certificate
orphans - a copy of the decision of the guardianship and custody authority on granting the status of an orphan or a child deprived of parental care, or an extract from the registration and statistical card; a copy of the death certificate of the parents
low-income persons - a certificate from the Department of Social Services and the Social Security Administration on the appointment of assistance to the family in accordance with the Law of Ukraine "On State Social Assistance to Low-Income Families"
Scholarship holders of the Verkhovna Rada - a copy of the CMU order on the appointment of a social scholarship of the Verkhovna Rada to university students from orphans and children from low-income families
miners and children of miners - a certificate from the mining company indicating the length of underground work; an accident report in the form of H-1; a copy of the medical and social examination certificate; a copy of the death certificate of the father (mother)
children of ATO participants - a copy of the death certificate; a document confirming death (missing) issued by a military formation, special purpose law enforcement agencies, or a court decision on recognition as missing (declaring dead); a copy of the medical and social examination certificate
combatants and their children - a copy of the combatant's certificate; a certificate of the social security authority on registration in the Unified State Register of Persons entitled to benefits from the registered place of residence with reference to the legal provision according to which the status of a combatant is established
children of the deceased Maidan activists - a copy of the death certificate of the father (mother); a copy of the certificate or certificate of the family member of the deceased; a certificate of the social protection authority on registration in the Unified State Register of persons entitled to benefits from the registered place of residence with reference to the norm of legislation, according to which the status of a family member of a deceased war veteran is established
Academic scholarship 2020
Students (including foreigners, refugees, and stateless persons) studying at educational institutions or research institutions on a full-time basis can apply for an academic scholarship. The academic scholarship is awarded after the session, based on the students' academic performance in the last academic semester. The exception is freshmen, who are awarded and paid a scholarship before the first session according to the rating formed on the basis of the competitive score of the External Independent Testing received upon admission to the educational institution.
How is the grade point average calculated and the rating formed?
In accordance with the Resolution of the Cabinet of Ministers of Ukraine "On Amendments to Scholarship Provision", the academic performance rating is compiled based on the results of the academic semester individually for each course and each specialty. The methodology for compiling the scholarship rating should be the same for the entire course - discrimination in this matter is not allowed.
The basis for the scholarship rating is the academic performance in each subject (discipline), which is measured in points. The ranking includes all full-time university students, except for those who have scored less than the established threshold for unsatisfactory performance (more about the ranking at the end of the article). Persons with academic debts are also deprived of the right to a scholarship.
The number of scholarships to be distributed among students is determined before the start of the semester control. At the same time, the same limit of scholarship holders is set for all courses and specialties (areas of study) to whom an academic scholarship will be awarded. This indicator is set as a percentage of the actual number of full-time students enrolled under the state (regional) order as of the first day of the month following the end of the session.
Students who have closed the session with grades of 10-12 points on a twelve-point scale or 5 points on a five-point scale are awarded an increased scholarship, which is 45.5% higher than the standard (minimum) academic scholarship. At the same time, the number of scholarship holders who can be awarded an increased scholarship was increased to 3%.
Academic and social scholarships at vocational schools
Vocational schools give priority in the distribution of academic and social scholarships to
children with disabilities and disabled people of I-III groups
persons affected by the Chernobyl accident
children from low-income families (subject to receiving state aid)
orphans and children who are left without parents during the study period (aged 18-23)
children studying in mining professions whose parents died or became disabled due to injuries or occupational diseases
students who have an average grade point average of at least 7 on a twelve-point scale or at least 4 on a 5-point scale based on the results of semester control
children whose parent was killed in the area of anti-terrorist operations, military operations or armed conflicts, or during mass public protests, as well as displaced children
The social scholarship is paid in the following amount:
for vocational school students from among orphans - 1180 UAH
for students of higher education institutions from among orphans - 2360 UAH
for students of vocational schools - UAH 450
for students of higher education institutions of I-II accreditation level - UAH 890
for students of higher education institutions of III-IV accreditation level - UAH 1180
The amount of the minimum academic scholarship in 2020 is
for vocational school students - 490 UAH
for students of higher education institutions of I-II accreditation level - UAH 980
